The great maneuvers began some time ago, underground and high-class. The "lords of the wind", with "basemen" and terrestrial accomplices, moved as if they knew everything. As if someone had warned them from the unwary palaces of Rome: look for a port to disembark in Sardinia. They did it, in no particular order, with a thousand subterfuges and infinite passes, as if at the right time they had to arrive on time at the appointment "whispered" by the Government. A key passage, where many masks could fall, where the encrypted messages could be translated into a moment in political, administrative and institutional acts.

The times of the invasion

The times are dictated by an anonymous office in the capital, known as the Energy Department of the Ministry of the Environment and Energy Security. From that ministerial nook the cablegram began, rigorously encrypted and silent, reserved for the Port Authorities, with a mission and a rigorous deadline, that of May 18th. Eighteen days from the passage of Sant'Efis to Giorgino to discover the cards, to reveal those plans always hidden, confused among thousands of planning documents and concessions as conflicted as they are impetuous. The mission is set out in the public notice intended for professionals. The subject of the announcement does not have the gift of synthesis.

Wind ports sought

To read it in one go you need an underwater tank: «Acquiring expressions of interest for identification, in ports falling within the port system authorities or in port areas adjacent to areas in which the gradual elimination of the use of coal, of state-owned maritime areas with related bodies of water external to the breakwater defenses to be allocated, through port planning tools, to the creation of infrastructures suitable for guaranteeing the development of investments in the shipbuilding sector for the production, assembly and the launching of floating platforms and electrical infrastructures functional to the development of shipbuilding for the production of wind energy at sea".

Floods & shovels

More than a notice from the Palace, it seems like the proclamation of an announced invasion, complete with lock picks, features and details to distort everything and more. In practice, Rome is looking for ports in southern Italy to use as wind power platforms, functional for "pulling up" land and sea blades everywhere, aiming in particular at the devastation of the coastal horizon. We announced it when Parliament, last December, discussed the "floods" measure, the infamous decree-law of 9 December 2023, n.181. On that occasion, in contravention of the constitutional rule on the homogeneity and urgency of the decree-laws, it was decided to "slap" us into yet another State "nudge" in favor of the "lords of the shovels". The message contained in the text converted into law was explicit: «the Ministry of the Environment and Energy Security publishes a notice aimed at acquiring expressions of interest for the identification, in at least two ports of Southern Italy, of structural energy poles offshore wind power". One parameter of choice above all seems to have been written for Sardinia, given that among "the areas in which the gradual elimination of the use of coal is underway" there is the island with the Sardinian power plants of Portovesme and Porto Torres, practically two out of six. The other 4 are located in Fusina, in Veneto, in Brindisi in Puglia, in Civitavecchia in Lazio, and one in Monfalcone in Friuli. If we exclude those in northern and central Italy, totally ignored by the presentation of wind projects, Puglia and Sardinia would remain in the field, two regions overwhelmed by hundreds of land and offshore projects. That requirement for the territories to leave coal is an all too clear indication, imposed by the legislator in the debate in the chamber, between amendments and coups. The requirements for ports and outports are "de facto" names and surnames, written as if they had very clear ideas. The first tranche of requests is contained in the chapter "construction and assembly of floats". This category includes «docks with characteristics suitable for guaranteeing the logistics of components, storage areas, component assembly lines, storage areas for assembled modules, shipyard structures for handling and launching, mooring/parking areas in the water». The second chapter is increasingly "wind": they ask for "areas for integrating the components of the wind turbine (tower, nacelle and blades) with the float to the areas at sea for the mooring of the floating turbines". Therefore, there is no longer any time margin to continue playing cards face down. By May 18th, the System Authority of Sardinia, the state body that governs the island's ports, will have to decide whether or not to nominate one or more Sardinian ports in the race to become a wind power platform in the South, from which to plan and deploy the wind assault on the Island.

Pre-built chessboard

A danger that has already materialized abundantly in the last year with acts and concessions that seem to have pre-established the "fall" of multinationals in Sardinian ports. The chessboard is complex and articulated. The number one suspect, due to the characteristics requested, is precisely the Porto Canale of Cagliari, the most important port infrastructure on the island, shipwrecked due to responsibilities that have never been ascertained, and which now sees an immense area assigned complete with a concession from the Authority Portal to a company, "Nuova Icom", which had declared the first objective of its " business" to be assembling wind turbines. In this area of the port of "Giorgino" most of the technical characteristics indicated by the ministerial notice would be respected. However, the area and the warehouse are affected by an appeal from Cacip, the Industrial Consortium of Macchiareddu, which challenged both the concession and the building authorization at the TAR.

General tests

There was no shortage of protests, this time by trade unions, not even over the other concession issued by the Port Authority in the second suspected port, that of Arbatax. In this case, the green light to load and unload blades, a stone's throw from the Saipem area, was obtained by an unknown Apulian company, "Green Port Italy", connected to a group of national importance connected to the wind sector. For a few days now, on the list of ports at risk of wind power candidacy, there has been that of Oristano, transformed - it is not known on the basis of which authorizations - into a real storage center for wind turbine blades with a square full of gigantic propellers and pylons. Porto Torres is also not missing from the scene, which, through Eni, could aim for a wind energy candidacy. In the squares of the industrial side of the Turritano port, in fact, there is no shortage of dozens of shovels already lying on the quay.

Countdown to the truth

At this point it is clear that if the candidacy of one of the Sardinian ports arrives to transform it into a wind power platform for the invasion of Sardinia, the cards will be definitively revealed. With protagonists and assault plans that can no longer remain in the shadows. Silence reigns in the palaces of Cagliari, but the countdown to the truth has already begun.
