The arms embargo has been strengthened, and transit through Spanish ports and airspace has been banned for vehicles carrying fuel and defense materials destined for Israel.
The attackers, from two Palestinian villages in the West Bank, were killed. Hamas called it a "heroic operation." The PA condemned the attack, and Tel Aviv promised retaliation.
