Tuveri case, Brotzu backtracks but the oncologist (for now) goes to Ogliastra

New management and U-turn. The extraordinary commissioner of Brotzu, Maurizio Marcias, has suspended the measure to revoke the management position of the Complex Structure with an Oncology focus that had been adopted against Massimiliano Tuveri . But the doctor will not immediately return to work between Piazzale Ricchi and Via Jenner (Businco): he will go to Ogliastra, to Lanusei, to Nostra Signora della Mercede, where he will operate while waiting for the Brotzu to set up a department, operating rooms and team that will allow him to intervene on pancreatic tumors, and not only. Which is what Tuveri wanted to do since his return to Sardinia. And he was prevented from doing so.
Report and revocation of the assignment
Thus, for now, a dark chapter in the history of Cagliari's healthcare system has been closed. In short: after winning a tender, in June last year the doctor had signed a contract to manage the complex structure of General Oncology Surgery at Arnas. A new unit that, if it had been fully operational, would have reduced the number of trips of hope and, perhaps, saved the skin of many Sardinians. But it never started. No room, no staff, Tuveri had been relegated to "work" in a sort of closet. The clash with the then company management culminated, on the one hand, with his complaint to the Court of Auditors, supported by numerous colleagues, while on the other, in response, on April 22 a letter of revocation of the assignment was drawn up for failure to achieve the objectives.
The negotiations
The controversy exploded when the story became public knowledge: demonstrations had also been called in favor of the mistreated doctor. But in the meantime the levers of legal diplomacy were moving: the oncologist's lawyer, Gianni Benevole, author of complaints and appeals, met on several occasions with colleagues who defend the interests of Arnas. Where, in the meantime, DG Agnese Foddis was fired (for now, health director Raimondo Pinna, the one who clashed most with Tuveri, remained) and Commissioner Marcias arrived. Today the turning point: the "revocation of the revocation" of the assignment. But in the same period something else also happened: the ASL Ogliastra offered a position to Tuveri and he accepted, waiting for operational changes in Cagliari.
Bartolazzi: «Tuveri knew»
The regional health councilor, Armando Bartolazzi, reconstructed (from his point of view) the steps, this morning in the regional council he responded to a question from Alessandro Sorgia (Lega), who asked for an account of the matter: « Dr. Tuveri was well aware of the complex dynamics inherent in the organizational aspects of the structure he would direct and the consequent long timescales necessary to guarantee its optimal operation», explained the councilor. Who added: «Furthermore, following a conversation with me and the councilor for the budget, Tuveri also learned of the failure to allocate funds in the budget intended for the rapid implementation - within the structure - of his projects connected to the insular autotransplant activity, to be developed within the scope of the surgical services provided in the department». Not only that: according to Bartolazzi , Tuveri received "the important and constant support of the competent administrative structures of Arnas, in order to allow him to quickly complete the procedures aimed at activating the structure he directed, given the delay recorded due to his evident difficulty in fulfilling contractual obligations". He thought differently: the study did not seem to be a real support for his professionalism.
But " considering the sensitivity of the issue and the discomfort suffered by cancer patients" the department tried to mediate between the warring parties. And it emerged that "there are logistical criticalities for the activation of the Surgery service directed by Tuveri, primarily connected to the need to renovate the operating rooms". From the assessments that had been possible to carry out, "the temporary transfer of the aforementioned surgical activity to another clinical context of Brotzu did not seem feasible". Hence the decision of Tuveri, agreed, to move for a period to Veneto, until December 2024. Subsequently, "following careful investigations, it was possible to appreciate the continuing absence of the necessary conditions to be able to carry out surgical treatments by Dr. Massimiliano Tuveri in the complex structure of oncological surgery at Arnas".
Temporary transfer to Ogliastra
So "while waiting for the conditions to be established, a collaboration between Tuveri and Gian Pietro Gusai's team at Asl Ogliastra has been foreseen, by mutual agreement between the parties". While Brotzu, under new management, has backtracked: now we need to understand what the Court of Auditors will do.
