They chose the most secluded port, as if there was something to hide. For the "military" landing on Sardinian soil they tried in every way to avoid the clamor of the large port. Arbatax was, in the strategies of the lords of the wind, the favorite dock to try to make the landing plan on the predestined island go unnoticed. They tried in every way, with applications without documents and certifications, with non-existent cranes and vehicles. They immediately overcame every obstacle, from the negative vote of a large part of the territorial partnership, entrepreneurs and workers, to the failure to submit the mandatory requirements within the established time limits.

From Gargano to Arbatax

Now, the lords of Manfredonia, extreme Puglia, on the border with the Gargano land, on the Adriatic shore of the country, have obtained the green light for the great wind invasion of the island. The chosen route is that of the Port of Arbatax, Ogliastra, the most central enclave on the eastern shore of Sardinia. Going through the documentary folders of this tormented and "fast" practice with prying eyes means immediately coming across the "fiscal" calendar of this company that came from afar. To "govern" the Ogliastra port, with the help of rented cranes and vehicles yet to be discovered, the new wind turbine ferrymen on Sardinian land have not presented Arabian Nights credentials.

History, not received

If it were possible to summarize, on a registry level, the experience of the Apulians who landed in the land of the Tacchi d'Ogliastra, the dossier would have to be closed with a seraphic: not received. It is the dates of this story that put it down in black and white. «Green Port srl», the company registered at the Foggia Chamber of Commerce, was officially born on March 7, 2023. Not even born and already a candidate, not even a month after its incorporation, to govern the Arbatax port. It was April 6, 2023 when the Sardinia Port System Authority received the request for authorization to carry out operations on behalf of third parties in the Ogliastra port. Not everything is in order, on the contrary.

Forgetful out of time

A mass of documents, declarations and deeds of all kinds are missing. The sequence of "out of time", of confirmed and certified delays, in the delivery of documents requested by the system authority is a constant throughout the practice. On 15 September of the past year, the state manager asked the Apulian company what was missing in the process for the port license. The shortcomings are not insignificant, everything and more is missing: there is no list of employees, no map of equipment and vehicles, no document certifying possession of cranes and elevators, no insurance policy, forgotten the establishment of the security deposit, the security document is missing. The lords of Manfredonia were given a deadline to respond, October 14th, exactly thirty days. By that date, however, nothing will arrive in the Port Authority offices. In the parastatal offices of the government of the Sardinian ports they wait another ten days before deciding what to do.

Filing notice

The letter to the Apulian Gargano leaves on 24 October 2023: "notice of archiving your port license procedure". As if enough time had not already been wasted, the Authority grants the company another ten days for the "submission of observations/deductions". On October 30, the wind turbine ferrymen responded "albeit belatedly", but communications remained completely lacking. The manager of the System Authority writes: «from the analysis of the documentation the following shortcomings emerged».

The flaws in the documents

The list is a sort of script already seen: the provisions of the contract for port staff have not been respected, the leasing contract for the vehicles has been modified compared to the one initially communicated, the certification of the full and exclusive availability of the vehicles is missing , the list of equipment for the unloading/boarding of bulk goods is missing, the insurance policy does not have the mandatory limit, the surety policy has not been signed by the company requesting the license, the security document is not drawn up as required by the norms. In short, more than a port license it seems like a claim for a free zone for laws and obligations, a sort of graveyard of law. As if Sardinia could not do without this Apulian wind farm, it is, however, granted yet another ten days to integrate the documentation. In the end, the Port System Authority gives the green light at the end of the year, although the final act, which we reproduce, has not yet been published on the official website.

Mysterious wind race

A mysterious license, with a thousand questions starting from the "declared" mission of these gentlemen in Sardinia. The armored correspondence in the government offices of the Sardinian ports leaks unspeakable truths starting from an alleged "wind competition" that no one knows anything about, the existence of which there is no memory of in the knowledge of the invasions of wind turbines on land and at sea.

Mission without evidence

Yet, the gentlemen who came from Manfredonia write it openly, without anyone asking them for explanations that border on a minimum of reliability. The statement contained in the documents filed in the state dossier, which ended up in our hands, is without hesitation: «The port company Green Port Italy is in the tender for the construction of an offshore wind project in the Gulf of Arbatax ». This sort of communication would have been enough to demand a minimum of justification from the company, given that there is not a single offshore wind farm project destined for the Gulf of Arbatax, much less there can be an ongoing tender for its construction.

Surreal motivation

Why did the Apulian gentlemen indicate this "mission" in the documents called "operational program" deposited with the Authority? The reality in this case is evident: the state offices, more than anyone else, are, in fact, aware of the fact that there are no projects presented, much less approved, for the creation of wind power "forests" in the Gulf of Arbatax. Asking for the operating license for a Sardinian port, the one in Ogliastra, formally justifying it, complete with an official declaration, with the existence of a project that everyone ignores, goes far beyond the surreal.

Wind threat

To this "declaration" is added a further one, in itself even more "threatening": «in support of the technical, operational and organizational capabilities of the applicant, we inform you that contracts have been signed for the handling at the port of Arbatax of a significant number of wind farms, some of which have already been landed." Even for this further segment of the "operational program", not only is there no documented proof, but it appears truly singular that a company from Puglia, with paid-up share capital of just 2,500 euros, obtains the management of the port area by declaring the movement of an "important number of wind power plants".

Sardinia against

Too bad for them, however, Sardinia is rejecting one by one all the wind projects presented both at sea and on land. To date, in fact, not a single new wind farm has been approved on the island and it seems truly incomprehensible how the basis of a public license is an "operational program" which appears devoid of any concreteness and realistic documents. The declarations contained in the documents filed with the Authority are, however, much more than a wind "threat" in Sardinia.

Three years of landings

The Apulians write to obtain the license: «Furthermore, we have a commercial agreement for the movement of wind farms for 2023, 2024 and 2025». The wind power sequence declared by the Manfredonia company to obtain the license is a trickle of wind turbines traveling towards Sardinia: «the company for the next four years - in addition to having signed contracts with the producers of wind plants to be moved in the port of Arbatax - is confident that it will be able to bring added value to the airport with its economic planning".

Forgotten shovels

The only certain data about this alleged round of blades, for now, is only an expanse of disused "propellers", which remained piled up for months in the port of Arbatax. They were owned by a well-known oil company dedicated to infesting the wildest Ogliastra with wind turbines. After dismantling them to replace them with new, more powerful ones, they "forgot" them on the dock for a long time. According to those in the know, they have never left for disposal in a foreign country, despite the task already formalized some time ago to a team, coincidentally also from Puglia, for the disposal of wind turbines. After the report from our newspaper a few months ago, they left the port, but they ended up in some surrounding private land as a prelude to a second-hand market that is difficult to manage. In Arbatax, however, the Apulian lords now have the license to invade Sardinia with wind turbines. With the silence and complicity of many.
