From the council chamber to the Anti-Corruption Authority's desk. Oristano al Centro announced the move in recent days and has now formalized its request: Ivano Cuccu, former councilor for traffic, has submitted a report to ANAC regarding the paid parking tender. At the heart of the matter is the process that led the Municipality to postpone the new tender, despite the fact that the offices had already prepared a draft with detailed guidelines for the new tender on November 11, 2025.

However, by the May 1, 2026, deadline, the new contract had not been finalized. A first extension was granted until October 30, followed by a second until April 30, 2027, pending the new tender process. And it is precisely the reasons for this extension that the interpellation raises.

The document cites Article 120 of Legislative Decree 36/2023, which regulates the technical extension as an exceptional measure, permitted for the "time strictly necessary" to complete the new procedure. Uras and Pisanu therefore ask "why the new tender was not published by the May 1, 2026, deadline" and what are the "objective and insurmountable delays" underlying the second extension.

But the interpellation also raises the question of a political holdup. In July, the councilors emphasize in the document, the resolutions were ready, but subject to a "political debate within the majority." Hence the request for clarification as to whether part of the delay was due to "political choices and debates within the majority."

Finally, the group requests a review of "the impact of the second extension on the principles of competition, free participation, and equal treatment among economic operators." These are the issues on which Cuccu is now asking ANAC to conduct its own assessment.
