New road to Burcei and Provincial Road 21, construction delays: the citizens' committee writes to Mattarella.

The work promised by the Metropolitan City to improve provincial road 21 and the failure to begin work on the second section of the new (financed and contracted) Burcei-Sinnai-Maracalagonis road have prompted the "Citizens' Road Committee" to send a letter to President Sergio Matarella.
Dear Mr. President of the Republic, we hereby wish to bring to your attention the serious situation affecting Provincial Road 21, the only arterial road connecting the municipality of Burcei with the metropolitan city of Cagliari and the rest of the region. For years, the residents of Burcei have been forced to live with severe hardship and infrastructural isolation, exacerbated by the state of the existing road system and the failure to build the much-announced new road.
In the letter to the President, the Committee adds that "the SP 21 represents an essential infrastructure not only for the safety and mobility of residents but also for ensuring access to essential services such as healthcare, education, administrative services, etc. The critical condition of the road impacts the population's quality of life on a daily basis, causing difficulties in travel, slowing down rescue operations, and limiting productive activities in the area."
The construction of the new road would be a strategic project of enormous social and economic value. "Indeed," adds the Citizens' Committee, "the new road would ensure greater safety for residents and vehicles, and would significantly combat depopulation; it would foster tourism and environmental development in the area, and the revival of agricultural, artisanal, tourist, and commercial activities. It would offer better connections with the Cagliari metropolitan area and the rest of Sardinia, and new job and investment opportunities."
The Committee recalls that the project for the new road dates back over 25 years, with construction estimated at €25 million. Today, due to delays, bureaucratic red tape, and repeated, inexplicable postponements, the estimated cost has reached €60 million, with a clear financial burden on the public coffers.
For this reason, we are evaluating, "together with industry experts, the possibility of launching a class action lawsuit to protect citizens and reporting the Metropolitan City of Cagliari to the competent authorities for financial damages, in order to determine any administrative and/or management responsibilities related to the delays accumulated over the years. Our initiative is not born out of a spirit of controversy, but rather from the profound sense of abandonment felt by a community that has long awaited concrete answers regarding a project that is fundamental to its future."
In conclusion, the Committee, signed by Vittorio Monni, "confides in the institutional sensitivity and the President's important role as guarantor of unity and attentiveness to all the territories of the Republic. We ask that this situation be given due consideration by the competent institutions."
In a press release, the Metropolitan City announced that "the preliminary investigations into the route have been extended and therefore the start of the works will be delayed by a few weeks compared to the scheduled time."
