He tied up his dog, soaped him with active foam, and then rinsed him off with a high-pressure hose. It happened at a car wash in Biella . The 57-year-old man was identified and reported by the Carabinieri Forestale , who collaborated with the Norm staff.

The incident was captured on camera, and the footage made it easier to identify the perpetrator. The video shows the owner tying up the dog, soaping him with active foam, and rinsing him with a high-pressure hose.

The dog, equipped with a regular microchip, underwent a health check and, fortunately, was found to be in good health.
