Kiev forces attempted a drone attack on the Russian presidential residence in the Novgorod region. Russian Foreign Minister Sergei Lavrov announced the attack, emphasizing that Moscow has already established "the timing and objectives for retaliation."

“On the night of December 28-29, 2025, the Kiev regime launched a terrorist attack using 91 long-range drones against the Russian presidential residence in the Novgorod region,” Lavrov was quoted as saying by Interfax.

Lavrov himself stated: "Given the definitive transformation of the criminal regime in Kiev, which has switched to a policy of state terrorism, Russia's negotiating position will be reviewed."
