The laborious majority agreement on the Superbonus reaches the last mile, just before the Council of Ministers. In a summit with the deputy prime ministers Matteo Salvini and Antonio Tajani, the minister Giancarlo Giorgetti and the undersecretary to the presidency of the Council Alfredo Mantovano (the prime minister is absent due to illness) the agreement was signed on an ad hoc decree then passed in the Council of Ministers.

But given the agreement on this dossier, the game on seaside resorts remains open : Minister Salvini proposes to allow the Municipalities to extend the concessions throughout next year but there is no unanimity , we will talk about it again in January. There is also tension over the "return" or arrival of footballers from abroad, with the incentives eventually collapsing .

Meanwhile, a solution arrives on the superbonus which essentially displeases no one: no extension, which the Mef had immediately blocked, but the possibility for incomes under 15 thousand euros to effectively maintain the benefit in full through a fund for poverty .

Forza Italia rejoices as it has made this theme its flag. "The agreement is the result of our determination", is the comment that comes from many Italian deputies and senators after the green light to the decree which, among other things, protects those who do not complete all the works by 2023 from penalties . But the Treasury can still claim a de facto stop from next year to the measure that Giorgetti has repeatedly defined as "radioactive" for its impact on public debt.

The only ones who will still be able to benefit from the relief in a figure higher than the 70% foreseen from January 1st will in fact be - based on the approved provision - taxpayers with an income of up to 15 thousand euros . In fact, a Fund has been established for this group of citizens, the access methods for which will be established by the Mef, and which will be used to obtain a contribution for expenses incurred from 1 January 2024 until October.

Another novelty of the decree is the possibility for taxpayers who have not completed the work by the end of the year not to return the benefits accrued by that date. Save - therefore - all the works that have been certified by the end of 2023. From January 1, 2024 we will move to the tax credit system which can be requested on 70% of the expenses incurred . In the absence of the double energy jump, the ordinary 50% regime is entered.

The Superbonus decree also includes, as expected in recent days, a crackdown on the Earthquake bonus and one on architectural barriers . In the first case, Palazzo Chigi sources explain, "more detailed checks are introduced to limit the benefit only to buildings actually damaged by seismic events". On the barrier bonus, from 1 January 2024 the transfer of credit is allowed for the common areas of condominiums for residential use and to natural persons with incomes of less than 15 thousand euros . A limit that, clearly, does not apply to people with disabilities. The superbonus decree attracts criticism from the opposition.

An "unseemly little theatre", they say from the Democratic Party while M5s speaks of a "majority in a state of confusion". Amendments to the maneuver had in fact arrived from the minority, primarily five-star members who today participated in the demonstration of the Superbonus redundants at the Pantheon, which provided for, among other things, the extension of the measure. M5s MP Agostino Santilli says regarding the superbonus «it would be the unblocking of tax credits. One of our amendments to this effect to the budget law was rejected."

In the meantime, the maneuver has reached its final rush in the Chamber of Deputies. The green light is scheduled for tomorrow evening. Nothing can be done about the proposed amendment from the Democratic Party which proposed a 5-month parental leave for both parents, voted for by all the opposition. «Meloni – attacks the Democratic secretary Elly Schlein – breaks the glass ceiling on other women».
