The Council of Ministers, acting on a proposal from Minister for Regional Affairs and Autonomies Roberto Calderoli, examined twenty-nine laws passed by the regions and autonomous provinces and resolved to challenge two of them . These are, as explained in the press release from Palazzo Chigi at the end of the meeting, Campania Law No. 16 of October 6, 2025, "Measures to support and develop foster care and family solidarity." And Sardinian Law No. 28 of October 9, 2025, "Provisions regarding the implementation of the Single Collective Bargaining Sector of the Region and Local Authorities."

According to the Government, some provisions of the Sardinian bill , "exceeding their statutory powers and conflicting with state regulations regarding public administration personnel," violate Articles 3 ("All citizens have equal social dignity and are equal before the law") and 97 of the Constitution ("Public administrations, in accordance with European Union law, ensure balanced budgets and the sustainability of public debt. Public offices are organized according to legal provisions to ensure the proper functioning and impartiality of the administration. The organization of the offices determines the spheres of competence, powers, and responsibilities of officials. Access to public administration positions is through competitive examinations, except in cases established by law").
