The general secretary of Sappe, Donato Capece, instead highlights that «in Italian prisons, approximately 30% of inmates are drug addicts and even more than 20% of foreigners have drug problems and that despite the fact that Italy is a country whose legal system is characterized by cutting-edge legislation regarding the possibility that drug addicts can serve their sentences outside, there are a great many drug addicts detained in prison».
