Why hasn't the urban plan been made in the last 40 years?

Luigi Biggio : «The reason is political: no municipal administration has managed to complete the task. It is a complicated measure but it would allow Iglesias to look at the next fifty years with another perspective».

Giuseppe Pes : «Getting everyone to agree is not easy, even on such an important issue. The city must have certainties, it will be a priority subject for the next administration».

Mauro Usai : «It's a problem that concerns all the Municipalities: in the area the only one suitable for the PPR is that of Gonnesa. Our Administration brought home the hydrogeological structure plan and that of the matrix center, the most sensitive area. The third step will be to acquire some mining areas for the municipal heritage, I am thinking of Masua and Campo Pisano: how can we plan urban development without owning them? However I am sure that we will approve the PUC».

Is Hygieia an obstacle?

Biggio : «At the moment, yes. And so it will be at least until he does the reclamation of the land and then transfers it to the Municipality. It is unthinkable not to have the availability of areas that represent a decisive growth tool».

Pes : «We need to find a synthesis between the needs of the Municipality and those of Igea. In a complicated historical moment like the one we are experiencing, we have to sit around a table, discuss and find solutions. Soon, of course."

Usai : «Igea is only an operational arm. He has to do the reclamation, period. It does not have the power to decide on the real estate assets, that is a prerogative of the Region. If Igea has the professionalism to complete its institutional task, go ahead. Otherwise the ball must pass to the mayors ».

Is the Geomining Park a useless institution?

Biggio : «It should have valorised the abandoned mining areas by multiplying the opportunities for growth. Instead it financed the fish festival in some municipalities but did not fulfill its mission. We need to bring him back to his statutory task ».

Pes : «He's a resource, we have to do everything to ensure he reaches his goals. We use things for what they are needed, we must bring this conceptually useful society to overcome the moment of operational block».

Usai : «Currently it seems so, but it was a great intuition. The first step is to revise the statute, so that it can return to its original spirit, otherwise it will be perceived as an obstacle. It has a restricted budget surplus of 14 million, if it happened in a municipality the citizens would protest at the mayor's house to find out why he didn't spend that money».

How can payments be speeded up?

Biggio : «The simple authorization to clean the bed of a river requires a process of eight to ten months, provided that this insect does not nest in that area and in that case nothing can be done. Let's imagine the difficulties to be faced in reclaiming the Rio San Giorgio. We need to press the Region to keep up with Igea. Without this step, I see no solution.

Pes : «The reclamations must be done, but we must work against the powerful brake that bureaucracy has become».

Usai : «The first problem is the regulations, the other concerns the inaction of the companies that should carry them through. The reclamations must be done, making the authorization process compatible with modernity. The ad acta commissioner for land reclamation would be a good idea: appoint the mayor of Iglesias».

Does Portovesme have a future?

Biggio : «We are paying a tribute in terms of the pollution of the territory and we cannot do it for free. It is clear that Glencore needs to review its project».

Pes : «Glencore earns a lot and spends little. Poverty and the job crisis do not authorize anyone to strangle us. If the company's project is to treat only steelworks fumes, the plant stops being an industry and becomes just a waste treatment plant: we cannot accept that».

Usai : «If they allow Glencore to do only what it wants, it will never leave Sardinia. They only kept the Waelz, because that's what pays off the most. At the time, the processing of fumes from steelworks - highly polluting - was authorized because it was subordinated to the rest of the production. If the latter is drastically cut - reducing from 1500 to 250 jobs - then everything is lost. Iglesias has given a lot, even two landfills. A new industrial plan is indispensable, not even a worker should be excluded, only in this way can we bear the environmental sacrifice".

There are tourists, there is a lack of accommodation facilities.

Biggio : «The potential is enormous, we have the possibility of doing tourism 365 days a year. In my opinion, the path we are following is correct, but we must commit ourselves more to keep those who choose to come in our territory».

Pes : «It's the future but we need new beds. We have to get out of the seasonality mentality, it's time for a tourism plan open to the Municipalities that share this opportunity».

Usai : «It's nice that colleagues appreciate what has been done and want to strengthen it. Tourism is no longer a hypothesis but reality, however we are able to satisfy only a third of the request for accommodation. To create beds, our Administration decided to acquire the former Accounting Technical Institute, in the historic centre, and later other properties».

Do the elections in Iglesias have a regional impact?

Biggio : «Yes, in my opinion. The decisions that the city will take on development issues will have great relevance for all of Sardinia".

Pes : "I don't think so, at least from a strictly political point of view."

Usai : «Certainly they don't determine alliance schemes at regional level. It is a small reality that is confronted with important problems, in this sense it has great political weight".

How much does the disappearance of Giorgio Oppi and Roberto Frongia weigh politically?

Biggio : «Oppi had a great capacity for mediation, he was able to reach an agreement even in objectively complicated situations. Frongia, albeit with less experience, has made an important contribution to the good of the city».

Pes : «We miss Oppi from a political and human point of view. Even Frongia – to varying degrees – has left a void».

Usai : «Oppi is missing from both municipal and regional politics. Frongia also had his weight, he was an opponent with whom there has always been mutual respect».

Healthcare is in pieces, how do we start again?

Biggio : «There is a basic problem that affects everyone: for 30 years regional councils have alternated whose cornerstone is the demolition of the health plan launched by their predecessor. At Iglesias we have to ensure that the CTO is truly operational and not work half-service. If the same happens in Carbonia, I think the single hospital will prove useless».

Pes : «The situation is complicated, with two hospitals which, added together, could perhaps make one acceptable. I was in charge of Sirai's cardiology which had a staff of 15 doctors but there were seven of us. In the short term we have to protect what is there. In the medium, enhance the services. In perspective, perhaps a single hospital should be created, halfway between Iglesias and Carbonia, which combines and develops skills».

Usai : «I don't want to hear about a single hospital before the completion of the CTO. It is paradoxical that in our city there are wonderful structures but not the staff to make them work. Eighty-two anesthetists at Brotzu and six at Iglesias are a disproportion. The Region must take the first step by equipping the territory with the necessary personnel. And then we can talk about a single hospital».

How much does the Carbonia-Iglesias parochialism weigh?

Biggio : «A lot, in terms of health. It's bad for the two cities, a war between the poor that brings only despair to both. We have to overcome it, when we understand it we will be mature».

Pes : «In the health field it has ancient origins and has never produced anything good. We need to think in terms of territory, guaranteeing citizens' rights».

Usai : «It weighs a lot. But if giving up parochialism means getting your feet on it then no, I'm not willing to put up with abuse".

The objectives in the first 100 days of government?

Biggio : «Programming the program for the Iglesiente Estate; reorganize the administrative machinery; clarify the position of the Municipality with the implementing bodies regarding the reclamation".

Pes : «Return the florists and the market of Campagna amica to piazza delle Rimembranze; create the festival of fractions; immediately confront the Region and Igea ».

Usai : «Continue with cultural programming; present the projects already ready to intercept the huge European resources".
