"Here you breathe a climate that is not found in other juvenile institutions, determined by the ability of those who work there and the availability of large working and outdoor spaces", but that is not enough because " the situation of the Quartucciu juvenile prison is unsustainable for the condition of the structure ".

This was stated by the undersecretary of Justice Andrea Ostellari , who arrived in Sardinia at the invitation of the regional Ombudsman for prisoners Irene Testa, who had recently raised the alarm about the "dilapidated" structure.

The visit was also attended by the president of the regional council and coordinator of the League on the island, Michele Pais, party of the same undersecretary Ostellari: «The negative aspect is the structure - the undersecretary specified - the sections and cells are not good, so you can not stay. The department and politics must ask themselves what to do ». There are two solutions: «Either you invest here in a serious way by revaluing an institution that has great potential because it is very large - he clarified - or you make a different investment in another area and in another building, we'll see how. I ask that the Juvenile Justice Department take immediate action to seek an alternative involving this type of final solution ."

Between the two hypotheses « thinking about an intervention here is also an economic question , I would aim to choose the one that gives me more security in the realization and which costs the community less. Starting next week I will ask that there be at least a range of possible solutions on the table - Ostellari announced -. Nothing has been done here for too long, we have inherited this situation. Now we ask for a reasonable amount of time at least to decide what to do».

«It is a question of safety, and although the treatment is excellent, it is not possible to re-educate the boys in such a narrow structure», said the Guarantor of the prisoners of the Sardinia Region Irene Testa: «It is an old, rusty structure in dilapidated conditions. Good treatment but bad place where these 12 boys currently present are forced to serve their sentences ». Testa has no doubts about the future of the structure: «I am of the opinion that another structure needs to be found, I understand that the state property has looked for it but has not found it. With respect to the restructuring of this prison, I am not in favour, if it turns out to be the last resort, it should be restructured, but for me this is not the right structure".

The Guarantor's position is clear: «The laws provide that prison is the last resort for young people and the community should be preferred (path currently envisaged only in some cases, ed). We need to aim for re-education and the community would be the most important step, where the kids carry out activities all day and live in a different climate". A distant road for now, as clarified by Undersecretary Ostellari: «Transfer to the community is envisaged by precise rules, juvenile institutions exist by law - he specified -, what we can do is invest in the quality of the structures that must serve to educate the boys and train them, teaching them a trade with a real possibility of re-education and a new life».

Also present was Gaia Tortora, the journalist, deputy director of the La7 news and daughter of the popular TV host who was the victim of a judicial error . «The structure is dilapidated, far from the inhabited center and difficult to reach for the families of the detained boys - he underlined at the end of the inspection -. They have only recently had hot water, the electrical system is not up to standard, it is unthinkable to keep them like this and this is also the intention of the undersecretary who was able to ascertain these conditions today - said Tortora - Or he invests to adapt it or the boys must in any case be transferred to a more suitable place .'
