There is great concern, at the regional level, for the blocking of the Tossilo waste-to -energy plants and the possible consequences in environmental terms.

"We are following the situation carefully and have repeatedly urged those in charge to take all useful initiatives to speed up the start-up of the plants - underlines Gianni Lampis, regional councilor for environmental protection - I can therefore only reiterate the utmost concern for the ongoing shutdown of the plants and for the possible consequences in environmental terms ".

“The revamping of the waste-to-energy plant - recalls the representative of the Giunta Solinas - was financed by the Region for about 42 million euros , of which 19 from the 2014-2020 FSC funds. At the end of the works, the plant will be able to waste-to-energy the urban waste of the territorial basins of Nuoro, Sassari and Olbia, as required by the current regional plan. To date, following the presentation of the progress reports, almost 34 million euros have been disbursed ”.

“The intervention - continues Lampis - began in 2016. During the construction of the work there were several stops of the works, due to seizures of the site by the Prosecutor of Oristano for problems related to alleged irregularities. The Ozieri, Sassari and Olbia landfills were sized according to the waste-to-energy plant, for which sufficient volumes were authorized to manage the transitional period: further delays in the implementation of the intervention could put the disposal system in Northern Sardinia in crisis " .

In the time schedule communicated on 6 July 2022 by the Macomer Zir Consortium - which holds almost the entirety of Tossilo Spa, a share of 1.2% is held by some municipalities in the area - "last 8 August - reads the note from Region - the waste ignition of the plant should have been started, starting the waste flow to the plant according to the indications provided by the same Consortium, in line with the provisions of the regional waste plan. Last 12 July, then, the councilorship received the communication from the workers of Tossilo Spa of the start of a state of agitation of the workers themselves which entailed the maintenance of the minimum services for the supervision of the plants from the following day and the maintenance of the minimum measures security pending reassurance about the payment of wages. And again: on 22 July, following the detachment of the refractories from the kiln during the start-up of the plant, restoration interventions were necessary to allow the plant to start operating ".

“Therefore - specifies Lampis - according to the latest time schedule sent by the Macomer industrial consortium, the new waste-to-energy line will only be able to be fed with municipal waste from 10 October 2022 ”. The start of the delivery of waste to the kiln on 10 October was most recently confirmed by the Zir Consortium of Macomer on 29 July.

“The composting plant - highlights the commissioner - has not yet been restarted, despite the fact that the Consortium and its subsidiary have been urged several times to take any useful action in this direction. The organic fraction of the municipalities of the Nuoro territorial basin thus continues to be conferred at the plants of Arborea, Ozieri, Nuoro, Tempio and, from Monday 8 August and for a maximum of two weeks, also Sassari. I reiterated the urgency, expressed several times, for the resumption of operation of the Macomer platform with particular reference to the start of the maintenance activities of the composting sections and the selection of unsorted waste, also expressing to the Prefect of Nuoro, to the President of the Regional Council and to the Commissioner of the Zie di Macomer Consortium strong concern for the consequences of the blockade of the plants on the urban waste management cycle in Northern Sardinia, especially since it falls into the tourist season, in which waste production is growing exponentially " .

And as regards the restart of the composting plant, "we are still awaiting an updated time schedule with the indication of an effective date for the restart of the platform that will allow the transfer of the wet fraction from separate waste collection". As regards “compliance with the waste management plan, the department has provided the necessary prescriptions. However, the contingent waste management situation in central and northern Sardinia is highly critical because the plants in the provinces adjacent to that of Nuoro are sized to manage only the waste from the respective territories and not also to accommodate waste from other areas. The management of the waste ordinarily delivered to the Tossilo plants is saturating the rescue plants to the limit of their respective potential, already heavily saturated by the production peaks of the Gallura area ”, concludes the commissioner Lampis.
