There will be faces from yesterday and today. The bright silver of the composed hair of the women of Orgosolo, the rebellious faces of the young women of Saccargia. Taken by the hand, not only ideally. The former sign, the latter wriggle. All animated by that conscience that seemed dormant, re-exploded with endless lines of citizens without dogmas willing to sign, in the middle of August, the Pratobello law, that of the Sardinian People. Not only articles and rules, but a collective awareness of the most important value of this land, its Landscape. The identity one, made of rugged mountains and sinuous hills, of Nuragic fortresses and thousand-year history.

1969-2024

The bond with the events of 1969 is a bond that grows stronger day after day in the summer of 2024, in the era of the speculative energy assault on the Island of Sardinia. In the years of what was a failed Renaissance, in the lands of Pratobello, the State militias and the people of Orgosolo meet face to face. The former want to occupy those territories in the name of new military servitude, the latter do not even want to hear of giving up their pastures to the weapons of Rome. They challenge each other for days, looking into each other's eyes. Some are even loaded onto gray-green trucks, but patience is granite. They do not move, the women, the young people, the children. Tenacity and resistance do the rest. In the Palaces of the Capital someone suggests: better to retreat, better to let it go. So it will be.

Consciousness

Fifty-five years later, the actions have changed, the meanings and objectives have strengthened, but the spirit is once again that of Pratobello: a peaceful, popular struggle for the government of the territory without state impositions. The first stop on this long march is Saccargia. The horizon is that of the great Basilica, between Codrongianus and Ploaghe, the one that a group of oilmen converted to the wind would like to deface with gigantic wind turbines from two hundred meters high. The gathering is a sort of “free party”, a Sardinian “woodstock”, for the defense of Sardinia. It is June 15 when buses from every corner of the island converge on that proscenium to shout the first real collective SOS , against the speculative attack on Sardinia.

Army

It is the embryo of a civil conscience that is about to spread like wildfire everywhere on the Island, without territorial borders, breaking down ideological barriers. Those who are against the disfigurement of the Landscape take sides: there are families, spontaneous groups and committees that are starting to raise the flag of the defense of Sardinia everywhere. First a few, then a chain reaction that multiplies. The days are starting to become muggy, but in the Sardinian public opinion the tension and attention for the risk of invasion that the lobbies of the wind and the sun would like to inflict on ridges and plains, in front of Nuragic monuments, forever disfiguring horizons and landscapes is growing. In the sheepfolds of Orgosolo the gatherings are becoming more pressing as projects that could put back into play those places saved from the "Pratobello Revolt".

Vision

The committees meet, they discuss ways to contain and stop the wind and photovoltaic assault, from the relationship with the institutions to the birth of a modern civil conscience. The turning point matures, hour after hour: the law of popular initiative, which everyone will immediately call "the Pratobello". A legislative text that for the first time brings together the reborn conscience of the Sardinians for the absolute defense of their land and on the other hand assumes as a bulwark for the government of the territory the "constitutional" power of the Sardinian Statute. At the basis of the text of the law there is a modern reinterpretation of the concept of urban planning, a matter of primary competence of the Autonomous Region of Sardinia: governing the territory by closely relating both the built environment with the surrounding territory, making the value of the landscape and the environment synergistic with daily life in an urban settlement. A bond that over the years had been broken, separating the fate of the cities from the surrounding environment. The “Pratobello” attempts to mend the rift of “territorial governance”, reconnecting environmental values and citizen life through that primary competence that the constituents in 1948 had assigned to Sardinia. A law without preambles, without subterfuge, direct and immediately effective, capable of influencing, through the primary competence of urban planning, those non-negotiable values: identity landscape, cultural heritage, direct governance of one’s own territory. Urban planning bans, based on the “constitutional” norm of the Sardinian Statute that assigns the Region the power to govern the territory, protecting the Island from the raids of multinationals and their accomplices on Sardinian soil.

Modernity

Pratobello, however, is also modernity. The heart of the energy vision is hydrogen, the most advanced green solution in the world: zero-emission “matter” produced by those renewable energies planned and managed by the public sector, in covered and linear surfaces, from roads to cycle paths, from railways to car parks, from warehouses to public and private buildings. Production of electricity through latest-generation hydrogen power plants, going from followers to pioneers of energy management in an island region like Sardinia. In practice, the most ambitious frontier: the energy independence of the Island.

Free signatures

Now is the time to count the “free” signatures. The extraordinary threshold of one hundred thousand has been exceeded for days. In the next few hours the result could reserve an unprecedented surprise. A peaceful march of a regional community that from north to south of the island has put aside the party shirts, without mediation, without colors, to take up the banner of the modern revolt of Pratobello. Wednesday morning, at ten in via Roma in Cagliari, the arrival in the “theoretical” house of the Sardinian People. From that moment the Sardinian political class will be at a crossroads: prohibit the disfigurement of Sardinia or leave the lobbies the free field of the “fraudulent” suitable areas. The choice will be between party orders and their own conscience. The Sardinians will not stand by and watch.
