Territorial continuity and right to mobility: the unions ask for a comparison with the Region

The request is for a positive change in industrial , economic , social and employment policies . So the national secretariats of CGIL, CISL and UIL have launched a unitary mobilization to support the requests made to the Government and the business system , summarized in the slogan " A new season of work and rights ".
"This is an important opportunity - reads a note from the CISL - not only for the objectives referred to in the unitary document, but also to give continuity to the proposals of the Sardinian union towards the regional council and the national government on the subject of work, of development, quality and effectiveness of expenditure by the institutions, the right of Sardinians to equal opportunities in the mobility of people and goods, therefore the recognition of territorial continuity for Sardinia. The objectives of the Sardinian union on regional specificities are therefore linked with those of the confederal union and represent a fundamental and inseparable unicum for affirming a new season of work and rights".
The position of the Sardinian Cisl on air territorial continuity, on the shareholding structure of Sardinian airports, was also reiterated to the Regional Council, during the hearing on 16 June 2022. The request was clear: an immediate confrontation with the Region.
"On the entire transport system, both internal and external to Sardinia - continues the note - we have always reiterated how this was crucial, in defining development policies, in affirming the rights of citizens of the island, aspects also referred to in the document/memorandum of the Sardinian CISL delivered, on the occasion of the renewal of Parliament, to the political forces and candidates of the various parties. The difficulties that have accompanied the real recognition of territorial continuity , the difficulties of its application , the persistence of application problems in the law and in the practical implementation, the clumsy attempts, even on the island, to build around the territorial continuity, as also on the management of airports, a sort of income from a political position, confirm the need to share and affirm a regional strategy, and open a close confrontation with the national government, with clear objectives on how to guarantee equal opportunities for the mobility of Sardinians, with a definition at European level that puts an end to the constraints imposed by the Union itself".
The status of insularity is therefore fundamental. It would not be just a technical or formal problem: «it is rather a question of affirming an essentially political question, which pertains to the exercise of the balance of power necessary to guarantee the recognition of equal opportunities in those insular territories which are considerably distant from the European continent and which do not enjoy the positive effects determined by territorial contiguity, and which therefore suffer a differential in growth and development», continues the CISL.
The status would not aggravate the growth differential in Sardinia between the cities, while today the weight of insularity "falls today on all citizens" . Once recognised, it would presuppose an internal intervention program on the island to recover the differences in development levels between the cities, the coastal and inland areas and the minor municipalities. "The logic and procedures to be adopted - concludes the press release - in this direction should therefore be those described in Article 13 of the Special Statute of Sardinia, pertaining to the time of the Island's Rebirth Plan, a statute still in force today and which continues to have its constitutional, as well as political, value. It is necessary to do quickly and precisely starting from the aspects of constitutional value, build and support, as the Sardinian Region, a strong claim in the direction of equal development opportunities in Sardinia for the benefit of the entire Regional community".
