Save the house, the green light is there: the bill approved by the Council

Green light for the Salva casa. The Council approves the decree law on the Reorganization of regional building and urban planning regulations. Proposed by the Urban Planning Councilor, Francesco Spanedda, it thoughtfully incorporates the provisions of the Salva casa and integrates them with the needs of Sardinia and the rules contained in regional law 23/1985.
" Our goal is to simplify life for citizens, but at the same time we want to block the way to any temptation of building speculation ", the words of the president of the Regional Council, Alessandra Todde. Among the elements adopted are those that meet the need for clarity and simplification requested by citizens, those that allow them to remedy small building irregularities resulting from buildings that were not completely compliant and built in the past.
" This will allow owners to access public funding, such as building bonuses ", the satisfaction of councilor Spanedda. "Regularizing a portion of the building stock facilitates, consequently, the purchase and sale of properties, unblocking the market and at the same time fighting building speculation. Furthermore, by facilitating building renovation interventions (demolition and reconstruction) the law allows a radical redevelopment of the urban fabric, especially in centers lacking identity and quality of the built environment".
The reduction from 28 to 20 square meters for minimum housing is not part of the bill, while the possibility of regularizing rooms with a height of 2.40 instead of the prescribed 2.70 is included in a limited manner. " To safeguard the dignity of people and families, we cannot give the possibility of building niche-houses by unscrupulous speculators ," explains Todde. "The issue of the housing crisis is addressed by investing in public housing, as we recently did by allocating 300 million euros to Area."
On the parts of the Decree not implemented by the Sardinia Region, Spanedda explains how they wanted to avoid what encourages speculation and is not suitable for the territory. "It is a bill that is the result of a coordination effort strongly desired with the Regional Council", concludes Spanedda. "It will prevent professionals, businesses, administrations and citizens from freely interpreting overlapping laws, providing them with a clear and immediately applicable tool. For us it is an important first step towards a new Consolidated Law on Regional Construction, which will allow us to offer a clear picture of the rules that regulate the sector in Sardinia ".
On the proposal of the Councillor for Planning and Budget, Giuseppe Meloni, the Council today also approved the further extension of the provisional budget until 31 March 2025 .
