The Councilor for Agriculture Gabriella Murgia intervened to clarify some information regarding the decree of the Ministry of Agricultural Policies, on the approval of projects eligible for funding with Pnrr funds .

The exponent of the Giunta Solinas specified that the Department of Agriculture is not the regional entity responsible for the activity. The projects are elaborated and presented directly by the Reclamation Consortia which upload them to the Dania computer system to be used compulsorily in order to access the funding from the NRP and other national funds.

"The activity of the Department of Agriculture consists in providing technical support to the Reclamation Consortia in uploading the projects to the Dania information system, in a continuous stimulus to achieve the executive character of the projects and in the verification and validation of the projects developed in collaboration with other structures in the Region ", he added.

Measure 4.3 of the Plan, relating to investments in the resilience of the irrigation agrosystem, presents elements of rigidity that are not particularly suitable for the characteristics of the Sardinian Reclamation Consortia: it provides, in fact, that the projects are immediately ready for construction, with a medium / large financial dimension - exceeding 2 million euros - and exceeding 23 selection criteria.

Furthermore, the short time available has determined that only three out of seven Consortia of Sardinia have managed to present projects in possession of all the requisites required.

Moreover, two of the seven projects presented were considered admissible and this represents a first positive result also in consideration of the fact that the Reclamation Consortia of other Regions are totally excluded from the list of admissible and eligible projects.

The commissioner also stressed that the Consortia of Reclamation of Sardinia have made a great design effort in order to present the executive projects for the candidacy to the Pnrr with the aim of improving the efficiency in the management of water resources for irrigation.

As regards the projects not admitted, from the checks carried out by the department's offices it emerged that the causes of the exclusion are to be found in mere material errors in the compilation of the forms presented or, even, in IT problems. Some Consortia have already requested the readmission of the projects.

The same ministry has announced that in the coming weeks the list of eligible projects on the national irrigation fund will be published, which will make available an additional 400 million euros.

"We believe", Murgia continued, "that most of the projects not financed through measure 4.3 of the NRP can be financed shortly by this fund".

Finally, the commissioner pointed out that another block of projects of the Reclamation Consortia that have not been presented in the Plan, for a total amount of about 30 million euros, is included in the list of projects presented for funding through the Fund of Development and Cohesion.
