The former premier Giuseppe Conte and the former health minister Roberto Speranza, together with other suspects, including the Lombard governor Attilio Fontana, have "caused the deaths of people by fault".

The Bergamo prosecutor's office writes it in the notice of conclusion of the investigations notified to 17 people.

The investigation concerns the measures implemented at the beginning of the pandemic and - according to the hypothesis of the prosecutors - there would have been an "insufficient risk assessment" by the heads of the institutions.

«Our aim - said the prosecutor of Bergamo Antonio Chiappani - was to reconstruct what happened and to give an answer to the population of Bergamo who was hit in an incredible way. This was our aim, to evaluate whether an accusation can be maintained as we evaluate to do precisely because of this insufficient risk assessment".

Also according to the prosecutors, the Lombard governor Attilio Fontana would have caused "the spread of the epidemic" in Val Seriana with an "estimated increase not less than the contagion of 4,148 people, equal to the number of fewer deaths that would have occurred" if it had been " the red zone has been extended starting from 27 February 2020 ».

The closure of the investigations, preparatory to the request for a trial, was welcomed by the relatives of the victims of Covid in the province of Bergamo.

"For three years no one had listened to us, while today we want to be grateful to the Bergamo prosecutor's office," said some relatives, who gathered in Bergamo, in Piazza Dante.

"The work of the Public Prosecutor's Office is not an indictment - they added - but a reconstruction of what has been defined as the Bergamo massacre".
