Hospitals in difficulty on the island: additional resources for health personnel

The criteria for the assignment of RARs, the additional regional resources to support hospitals, have been defined by the Regional Health Department. The tool is represented by two distinct trade union agreements signed with the representatives of the doctors and health personnel of the sector.
13 million euros are allocated with the Omnibus law, and are intended, through the introduction of "ad hoc" incentives, to support hospitals in difficulty due to a shortage of staff.
"A measure of historic significance, both for the purposes and for the resources involved and which today, for the first time in Sardinia - explains the president of the Region, Christian Solinas -, becomes a rebalancing tool, to guarantee in all hospitals the continuity of assistance and services, even where it is more difficult to find personnel willing to hold positions. A concrete help for the whole regional health system ".
The agreements concern nurses, laboratory technicians, radiology technicians, doctors and staff of the sector in service in the companies of the regional health system. The incentives, in particular, establish bonuses for work carried out in hospitals in difficulty located outside the cities of Cagliari and Sassari.
The document signed with the trade unions establishes the strategic objectives of "regional interest", which aim at "guaranteeing the continuity of hospital care services - reads the text - and enhancing the contribution of the professionals involved in achieving organizational standards".
In the supplementary agreements drawn up by the individual healthcare companies, specific projects will be established "to guarantee night shifts" and "to cover unplanned or programmable absences." For doctors, in particular, the agreement refers to the staff employed in the wards cardiology, first aid, general surgery and anesthesia and resuscitation, but does not exclude the possibility for health companies to indicate other departments as needed.
"To give an example - explains the note -, a medical manager working in one of the hospitals identified within a project that should give his willingness to cover a minimum of four nights within a month will receive a prize of 400 euros for each shift ". "This - adds the regional councilor for Health, Mario Nieddu - translates into an incentive not only for the staff already in service in the hospital but also represents an element of attraction for doctors who, following competitions or other opportunities for recruitment, they will have to choose their destination. The fact that bonuses of this type are active in a hospital can constitute a not insignificant discriminating factor ".
For the staff of the sector, the incentives provided, linked to the remuneration, are modulated between 155 euros per shift, for staff already on site, to 230 and 275 euros for those arriving from other hospitals within a distance of fifty kilometers or more.
In all cases the resources are intended as "additional" because the incentives will be added to what is already provided for the work performance.
"We are putting in place all the tools at our disposal to make up for a shortage of personnel that does not spare any garrison of the island - conclude the governor and the commissioner -, a problem that has distant roots and to which we are remedying by any means. . It is an undeniable fact that some hospitals suffer from this shortage more than others and for this reason today we are giving the health system a courageous and innovative measure that can rebalance the forces in the field to guarantee the care, assistance and services that we consider fundamental for the territory".
