There is a basic agreement among the political factions: the majority appears to have accepted the center-right's request to establish a fund for the damage caused by Cyclone Harry, already included in the budget . And the agreement has already been reached to increase the single fund for local authorities by one hundred million euros . The conditions for a quick and painless approval are in place . But the balance is fragile . Nothing will break it.

Today, the Chamber resumes its examination of Article 2 on healthcare . But the regional president , who has also been acting health minister for a few weeks, is busy with Minister Musumeci inspecting the areas affected by the bad weather. And she won't be in the Chamber this morning . This isn't a good sign for the center-right, which has already asked the governor to abandon her dual role.

"I sincerely hope the president can be in the Chamber and participate in the debate. Otherwise, it would be the first demonstration of what we've been arguing so far: that performing both roles well is impossible," explains Umberto Ticca, leader of the Reformists group . For Fausto Piga (FdI) , "the risk is that by doing everything, we'll do everything poorly . Obviously, the president must be present at the minister's official visit, and at the same time, she should be in the Chamber as an assessor. But she doesn't have the gift of ubiquity, and one of the two commitments will be missed, I think the Council meeting, a crucial appointment to avoid a provisional mandate. In fact, her absence will force us to change the agenda."

Before the session, scheduled for 10:30 a.m., a conference of group leaders led by Assembly President Piero Comandini will decide what to do. It's possible that the healthcare article will be postponed and the discussion of another part of the €11.6 billion budget will be brought forward.
