The reform of sport: sports work

Starting from 1 July 2023, for coordinated and continuous collaborations, the National Register of Amateur Sports Activities is operational and, in particular, the function for submitting mandatory communications (UNILAV) relating to sports collaborators is active, in compliance with Legislative Decree .Lgs. 28 February 2021, n.36 which regulates sports work. The moment is nothing short of historic and the new provisions will also have a significant impact on the negotiations for the renewal of the CCNL for sport, signed on 22 December 2015 and which employs more than 40,000 people.
Among the innovations, the following are particularly noteworthy:
- the simplifications of fulfilments in the field of sports work, with the keeping of the consolidated work register, to be carried out also through the RAS; the register will allow ASDs to enter the data of sports collaborators which will be available to all competent bodies. The register will be equipped with additional functions: the offices of the two ministries are working to ensure compliance with the deadlines set for the first formalities;
- greater flexibility with the increase to 24 hours per week (co.co.co) of the limit envisaged to maintain the presumption of self-employment;
- support for the Paralympic world, with the introduction of a new discipline that allows members of the Paralympic club to participate in competitions and training with a special paid leave, therefore without requiring holidays and keeping their jobs with reimbursement of the expenses incurred by the employer;
The other significant changes can be summarized as follows:
- Registration in the RUNTS of sports associations;
- Statutory amendments;
- The notion of sports worker is expanded, in order to also include new figures, necessary and instrumental for carrying out sports activities;
- In the area of amateurism, the prerequisites for the establishment of independent sports work relationships have been specified, in the form of coordinated and continuous collaboration;
- Digitization of the fulfilments connected to the establishment of sports employment relationships, through the National Register of amateur sports activities;
- What are the social security and tax burdens;
- The relationship between ASD and worker.
Our sports network has therefore organized a meeting for Sardinia which will follow the national meeting on 6 July at the CONI Hall of Honor to share the work necessary for drafting the new CCNL and acquire the right indications capable of give light to a modern and efficient negotiating tool but above all adhering to the reasons of sport operators.
