Here are some of the innovations that take shape at the end of the work of the Budget commission and which enrich a construction site worth over 35 billion.
Measures.
SMART WORKING – For fragile workers, smart working, both in the public and private sectors, is extended until 31 March. It disappears for the parents of the under 14s. For all employees, smartworking can only be agreed through individual agreements with the employer.
PSYCHOLOGIST BONUS – It becomes permanent and goes up from 600 to 1,500 euros, with an Isee ceiling of 50,000 euros.
PRECARIOUS HEALTHCARE - The deadlines for the stabilization of healthcare personnel hired during Covid have been extended until 31 December 2024.
PA AND PENSIONERS - The Public Administration is prohibited from conferring remunerated positions of any kind on pensioners.
MANAGERS OF RESCUED BANKS – The salary cap of 240 thousand euros per year arrives for the managers of the banks saved with the intervention of the State.
DEHOR EXTENSION - Outdoor tables and dehor free for another six months, until June 30, 2023.
FOOD INCOME - The experimentation of "food income" for those in absolute poverty begins. With a fund of 1.5 million in 2023 and 2 million in 2024, parcels made with unsold products will be distributed.
FURNITURE BONUS – The 50% deduction for the purchase of furniture and large green appliances has been extended in the event of renovations. The ceiling is raised to 8,000 euros (from the 5,000 initially envisaged), from 10,000 this year.
POS AND RESTAURANTS TO MERCHANTS – Skip the 60 euro ceiling within which merchants could have refused transactions with the POS without incurring penalties. To "mitigate" the costs of the commissions borne by the smaller merchants, a permanent table is set up and, in the event of no solution, an "extraordinary contribution" is triggered to contain the incidence of costs.
MORTGAGES AND GREEN HOUSES – The possibility of renegotiating the mortgage is back, going from a variable rate to a fixed rate, but only on mortgages up to 200 thousand euros, with Isee not exceeding 35 thousand euros and without payment delays. There is also a 50% tax discount on VAT for the purchase of energy class A and B homes from construction companies.
THE APP18 DOUBLES - The bonus for 18-year-olds is replaced by two new tools: the "Youth culture card", assigned if you belong to a nucleus with Isee up to 35 thousand euros; and the "Carta del merito" to those who graduated with 100 cents. They are worth 500 euros each and can be combined.
NIGHT VOUCHERS – Vouchers for occasional work activities are also extended to discos, dance halls, night clubs and similar structures.
SLIDE THE EXCERPT – Postponed for two months, from 31 January to 31 March, the automatic excerpt of folders up to one thousand euros relating to the period 2000-2015. Administrative sanctions, including fines, are excluded from automatic cancellation. Municipalities can decide not to apply the law.
SAVE-SPORT - National sports federations, sports promotion bodies, associations, professional and amateur clubs will be able to pay suspended payments due to the expiring Covid in 60 installments, with a 3% increase.
INTERCEPTIONS – New rules for 007 interceptions: they will be timed, for 40 days, extendable by 20 by 20; the acquired data will be destroyed within six months and the Attorney General of the Court of Appeal of Rome will be able to authorize its conservation for a maximum of 24 months.
SUPERBONUS – For condominiums there is an extension until 31 December 2022 of the deadlines for presenting the Cila to be able to benefit from the 110% superbonus, provided that the assembly resolutions have been approved by 18 November.
LEAVES AND SINGLE ALLOWANCE – Parental leave rises from 30 to 80% and can also be used by fathers: it can be used "alternatively between parents for a maximum duration of one month up to the child's sixth year of life". Increase family allowance for households with four or more children.
EXTRA PROFITS – The tax on extra profits, with a rate of 50% on 2022 income that exceeds the 2018-21 average by at least 10%, will be applied to companies with at least 75% of revenues deriving from energy.
PENSIONS – The automatic revaluation of checks changes, with an increase from 80 to 85% of the indexation for checks between 4 and 5 times the minimum (about 2,000-2,500 euros), and a reduction in the brackets for the highest pensions . The women's option increases to 60 years of age (reducible by one year per child up to a maximum of two) and for only three categories of disadvantaged women. The minimum pensions rise to 600 euros for the over 75s only for 2023.
TOURIST TAX AT 10 EUROS – For Municipalities with a high tourist vocation (attendance twenty times higher than the residents) it becomes easier to raise the tax. A ministerial decree will not be needed and the year of Covid will be skipped as a reference.
