The cost of waste collection, "already abnormal, is still rising. And all to keep the city in third-world conditions." The criticism of the financial plan approved by the Municipality for Cagliari's waste management comes from opposition councilor Giuseppe Farris (CiviCa24), who, with tables in hand, presents the economic picture and suggests that the increased costs will inevitably fall on the citizens of Cagliari. Meanwhile, he points out, "the omnipresent 'aliga' councilor (Luisa Giua Marassi), externally directed by the offices and always ready for an obligatory selfie, has disappeared from the radar."

Revenue, Farris explains, "will rise from €54.63 million in 2025 to €55.35 million in 2026: €720,000 more squeezed from families and businesses. The price of the service has reached €76.63 per kilo, compared to the national average of around €42. Almost double."

The tariff, the councilor adds, "contains over 10 million euros in hard-to-collect debts and another 1.22 million in new costs, without any demonstration of the benefits whatsoever.

The Municipality, along with the Region, are trying to patch things up: "The first is putting in €4.6 million to mitigate the blow (again, our money). To this is added another €3 million from the Region. But the administration isn't clear on how much will actually be paid." The balance, following the request for an advance payment on the TARI (waste tax) sent in recent weeks, "will arrive in December, and we'll pay it a month after the November installment."

In short, according to Farris, the service "is terrible and unseemly, its costs are out of proportion, the accounts are opaque, and the same people always pay the same rates: Cagliari's Tari is financing the failure of the management."
