Insurance coverage for electric scooters became mandatory throughout Italy today, July 16. In Cagliari, nine people have already been fined by local police.

The average cost of insurance is between 35 and 50 euros a year , but many still haven't met the requirements. Just as many still haven't met the other long-standing requirements, from helmets to license plates, including minimum age requirements, speed limits, and the ban on carrying other passengers.

In 2026 alone, 300 fines were issued to scooter drivers, 250 for those without helmets, and around fifty for other prohibited behaviors .

And today, coinciding with the new obligation that just came into force, the local police of Cagliari have intensified checks, issuing a total of 18 fines: nine for lack of insurance coverage, nine for missing license plates .

Checks will continue in the coming days to ensure everyone is complying with the new regulations.
