Quarta Regia, redevelopment begins: a historical and naturalistic park by the sea

Off to the tender for the construction of the Quarta Regia urban park in Cagliari . The compendium, in the locality of Sa Scafa and currently in a state of abandonment, will be redeveloped and valorised in order to be once again available to citizens.
The intervention, worth around 2 million euros, provides for the total renovation of the complex, dating back to the mid-14th century and used until a few years ago as a storage place for nets and an inn. The name refers to the fourth part of the catch that the lagoon fishermen paid into the royal coffers in the form of duty until 1956
Two, in detail, the related interventions.
DOUBLE INTERVENTION – The first, recently completed with a cost of around 520 thousand euros, involved the re-flowering of the breakwater reef to contain the storm surges and protect the tower and the surrounding area.
The second, whose works will last 270 days, involves works of real redevelopment and historical-landscape enhancement of the 11 thousand square meter compendium , which will become a real inclusive park (the design methodology is that of the Design for All established by the convention UN), accessible all year round, with diversified routes, illustrated with educational and information panels that tell the story of the complex and the surrounding natural habitat.
THE PROJECT – Different areas around which the AdSP initiative develops: the Arena Torre Quarta Regia , the Arena Belvedere , the event areas , the paths and the entrance area with the relative services bodies.
For the first, to protect and safeguard the architectural asset, the construction of a paved area delimited by low and concentric walls is envisaged which, in addition to mere protection from flooding, can be used as continuous seating for visitors. The Belvedere Arena, also oval in shape, surrounded by boulders and benches, will become the first picnic area on the Cagliari seafront , within which it will be possible to taste the sea products from nearby farms under concession. The park will integrate perfectly with the lagoon through three portal platforms , the miradouros, which, resting on the rocks, will create a direct view of the water with a view on three sides: one towards the Capoterra mountains, the other towards the Castle and one on the Towers of San Pacrazio and the Elephant. Behind the belvedere, however, a paved and equipped event area will be created, which will allow the temporary installation of gazebos and removable structures.
The entire complex will be equipped with services , punctuated by paths and accessible, from via dei Calafati, through an upgraded road network equipped with adequate lighting and video surveillance systems , which will run alongside the internal canal. A parking area shielded by native plants will be inserted along the roadsides. The tree essences chosen - typical of the lagoon and marine environment - will also make it possible to implement a real "naturalistic restoration" of the area , reinvigorating some autochthonous species still present in residual measure, fully compatible with the needs of use of the park.
