The risk that the Sardinian territory will end up being overturned by wind turbines and photovoltaic panels is real. But there is an essential cornerstone that no one can go beyond: the primary competence of the Region in matters of construction and urban planning provided for in letter "f" of article 3 of the Sardinian Statute.

This insurmountable limit is the inspiring principle of the popular initiative law proposal which will be officially presented today at 10.30 in Orgosolo , at the municipal auditorium in Piazza Caduti in Guerra. The presenter of the law already renamed "Pratobello" is the mayor of Orgosolo Pasquale Mereu. It is he who disclosed the text, which has already involved mayors, committees, citizens and associations with the aim of tracing the path to block the invasion of renewable energy plants capable of scarring the landscape of Orgosolo, Gennargentu, Montiferru , Planargia, Sulcis, Logudoro and Campidano.

And today the collection of signatures starts . Ten thousand are needed, but mayors and committees against energy speculation could aspire to a much higher avalanche of membership, precisely to give more weight to the action started from the bottom. The text - nine articles in all - contains precise urban planning regulations capable of guaranteeing maximum protection in relation to areas burdened by hydrogeological risks, special protection zones, community-issued habitats, the delimitations of parks and naturalistic compendiums, identity assets , archaeological and monumental, sites of community importance, IGP, DOC and DOP protection areas which oversee a significant economic fabric such as agricultural and agro-pastoral production.

This is the title: "Proposal for urban planning law of the Autonomous Region of Sardinia - Urban planning regulations in application of article 3, letter f, of the Autonomous Statute of Sardinia (Constitutional Law 3 of 26 February 1948) - urban planning regulatory provisions relating to the settlement of ground-mounted industrial photovoltaic systems and ground-based wind farms with the implementation of principles and obligations of protection and valorisation contained in supranational, national and regional programmes".

The law on which the signature collection starts today effectively gives Sardinia the power to decide on the government of the territory. And it's not a no to renewable energy. Innovative solutions are contemplated such as the hydrogen island to pursue the total energy independence of Sardinia, and then the promotion of municipal, inter-municipal, provincial and regional energy communities, governed by the public, with economic and procedural incentives. In practice, a law that focuses on the best technologies to exploit, with zero landscape impact, all linear public infrastructures.
