A story dating back to the 1980s has come to a close in Ghilarza: an unpaid expropriation that last year ended up under the magnifying glass of the TAR .
This was discussed at the last City Council meeting when the chamber was called upon to approve an off-budget debt for legal expenses amounting to approximately two thousand euros and then a sum of approximately 82 thousand euros for the Sanna heirs , relatives of the owner (now deceased) to whom the Municipality has never paid what was owed.
Mayor Eugenia Usai explained in the courtroom: "This is a matter dating back to the 1980s. The administration had occupied an area to build a road, but the acquisition was never formalized, and consequently, compensation was never paid to the owner, who had since died . The heirs then intervened, submitting several requests to the municipality over the years. In 2025, they appealed to the Regional Administrative Court, which ruled in their favor."
Once the off-budget debt was recognized, the Civic Assembly proceeded with the forced acquisition of the private land on Via Tempio through a regularization procedure, due to the unlawful occupation of the land. It was impossible to restore the site to its original state. A road with utilities was built on the expropriated section. "The financial outlay required for demolition, removal of the fences, and the design/construction of a replacement road would be far greater and grossly disproportionate compared to the costs of the forced acquisition," the resolution specifies.
