An Fsru in Oristano and an additional one in Porto Torres , or the presence of a floating regasification vessel , in the event that the coal-fired power station in Fiume Santo is converted to gas , and then tariff equalisation extended to the transport of gas by road and an open procedure by Snam for third-party access to the regasification infrastructures.
These are the salient points of the new draft of the Sardinia Dpcm , a decree that will have to be adopted on the proposal of the Mase and in agreement with Mimit and the Ministry of Infrastructure.
The decree identifies the works necessary for the implementation of the National Integrated Plan for Energy and Climate (Pniec) with specific reference to the phase out of coal on the Island, the development of renewables and the industrial relaunch in line with the decarbonisation policies of Sardinian industrial hubs. Works, in essence, to be considered "interventions of public utility, non-deferrable and urgent", for which the related environmental assessment procedures under state jurisdiction are conducted by the Pnrr-Pniec Technical Commission.
THE DRAFT – In the draft, in detail and as anticipated by the QE magazine, it is stated that for the « road transport of LNG , necessary to supply the urban distribution networks and industrial users, not connected to the physical network, and the accessory infrastructures necessary for this purpose » a « national tariff equalization of the related costs » is foreseen.
Coming to the infrastructures, in addition to the adaptation of the LNG terminals of Panigaglia and Livorno, a Fsru is planned in the port area of Oristano "with net storage capacity adequate to serve the central-southern industrial and thermoelectric segment, the users of the provinces of Oristano, South Sardinia and Cagliari".
In the event of the reconversion of the Fiume Santo plant , a second Fsru will also be built in Porto Torres, with capacity "adequate to serve the northern industrial segment and the consumption basin of the Metropolitan City of Sassari". In the event of failure to convert, these users and the related sections of the network will be supplied by road transport (by truck) starting from the Oristano regasification plant. The floating terminals will be connected by sections of the transport network (therefore no backbone) "to the main consumption basins of the industrial sector and, possibly, to the areas that will be affected by the construction of gas-fired thermoelectric plants".
Snam will have to implement the necessary procedures for submitting requests for connection to the national transport network , also with reference to the distribution networks, and start the preparatory activities for the implementation "with particular reference to an open procedure to verify the possibility of third-party access to the regasification infrastructures forming part of the virtual connection".
The Prime Ministerial Decree also includes Terna's works on the electricity front : the Tyrrhenian Link and the Sacoi3, but also the Hypergrid Dorsale Sarda (which includes the Hvdc connection between Fiumesanto and Montalto and the Sardinian Link) and synchronous compensators for 500 MVAr.
