The Loiri Porto San Paolo City Council has revoked Ordinance No. 50 of November 25, 2025, the highly contested resolution that allowed the redevelopment of Villa Joy in Cala Finanza.

The majority voted, and all minority groups walked out of the chamber . Mayor Francesco Lai called for a vote by the councilors for the revocation, pointing out that the provisions no longer met their requirements. Essentially, the Municipality of Loiri Porto San Paolo, according to Lai, never approved the plans for a five-star campsite and a luxury beach club, which were subsequently the subject of the single ZES authorization obtained by the Tavolara Bay company.

The mayor of Loiri therefore considers revoking the measure the only way to block the project authorized by the Prime Minister's Office. Lai also discussed the placement of prefabricated buildings in Cala Finanza, near the former Villa Joy, which were never authorized by the municipality.

Opposition councilors Maurizio Zirottu and Elio Decandia attacked Lai , also speaking of the serious risk of Tavolara Bay filing claims against the municipality. Decandia declared: "We're going in blind." The opposition left the chamber before the vote.

Regional Councillor for Urban Planning, Francesco Spanedda , stated: "It is necessary to clarify that the November 2025 resolution had in no way influenced the decision of the Municipality's technical offices, which had in fact rejected the application for access to the ZES procedure for that area. However, this evening's revocation will certainly serve one purpose: to help reduce the burden on the government's decision to greenlight the ZES."
