If the objective is "the public interest," the sale of Elmas airport does not fall within this framework, but is considered "a mere transfer and concentration of shareholdings in a private company."

This is the opinion of the Sardinia Region's advisor regarding the airport's sale to an investment fund aiming to privatize it and manage it jointly with those of Olbia and Alghero. The Regional Council's consultants believe a "network" between the three Sardinian airports would be preferable.
