With 17 votes in favor and 34 against, the motion against the health councilor Carlo Doria was rejected. A motion that "was mistakenly called no-confidence, but is defined as censorship because in the regional legal system the members of the junta, except for the president, cannot be discouraged", clarified the vice-president of the Assembly Giovanni Antonio Satta.

The opposition had presented it weeks ago , at the same time as the motion against the president of the Region Christian Solinas then rejected by the Chamber.

At the origin of the document, a meeting convened by the councilor with the directors of the Aou and the ASL and with the regional councilors of the north-west, but only by majority , because - Doria would have declared according to what is reported in the motion - «to those of opposition I give the omelette already prepared, because otherwise they put a spoke in my wheels ».

Motivating the censure, the minority groups argued that "the deliberate and declared choice to exclude the representatives of the opposition from the meeting underlines an intolerable contempt for the role of the minority regional councilors, avoiding a free discussion on Sardinian health care which is increasingly disarray". Moreover, "the commissioner is not a representative of the Sardinian people elected by the citizens, but is a technician appointed by the president of the Region, and cannot claim the right not to convene anyone who has been democratically elected to any meeting ".

THE DEBATE – During the debate , all the nodes of health in Sardinia emerged. First of all the waiting lists: «Over 12 years (4,400 days) of waiting for oncological services, about 11 (4,100 days) for hematology and again, more than eight years (3,000 days) for cardiac surgery, almost ten years (3,600 days ) for child neuropsychiatry, over four years (1,500 days) for gynecology, almost four for the burns centre": this is the duration of the lists according to the data provided by the councilor's offices to the M5s councilor Desirè Manca, who illustrated them in the Chamber .

The criticisms of Doria's action came from all the interventions of the minority: "The way in which the commissioner conducted Sardinian health care is under discussion - underlined the M5s group leader Alessandro Solinas - raising the bar of expectations, releasing declarations and making promises that you would never have been able to fulfil, least of all with eight months left in the legislature".

THE REPLY – The commissioner replied with other numbers on the waiting lists and underlined the constant commitment to reducing times, relating them to the programming shortcomings of the specialization schools. "Comparing the third week of April, between 2018 and 2022 - explained Doria - a vascular surgery visit went from 84 to 28 days, an eye visit had 118 days of waiting and today 73, a gynecological visit in the 2018 had 36 days of waiting and today 19, the urological visit 111 and today 101 ».

"I take care of the sick, and I teach them how to treat them, I don't use them", he replied, listing the measures taken both to reduce waiting lists and against the shortage of doctors, especially in disadvantaged areas . On the dialogue and respect invoked in the opposition's speeches, Doria asked for reciprocity: "I had arrived 20 days ago and they immediately threw the responsibility of emergencies and shortcomings on me".
