The Council's bill which prohibits the installation of renewable energy systems for the next eighteen months is not the only proposal in the field against the onslaught of wind turbines and photovoltaic panels . Now that the commissions have been established, the text approved on April 30 will be hinged on the fourth (Urban planning) and the fifth (Industry).

In the cycle of hearings on the bill , the Insularity Scientific Committee will also be heard, which in recent days illustrated an alternative proposal relating to the extension of the regional landscape plan to the entire Sardinian territory and which prohibits the construction of plants until this extension is approved. In the majority, there are quite a few exponents who consider the committee's proposal drier and more effective than the council's bill . And, in short, the commissions could find themselves working on two texts of law until arriving at a single proposal to be submitted to the House.

The group leader of the Progressives Francesco Agus explains: « The proposal of the Insularity Scientific Committee is interesting, and the commission will need to carry out a supplementary study. The adaptation of the PPR also to the internal areas is something that Sardinia has been postponing for too long, and from there arise the current problems that undermine the protection of our landscape and our territory. We have to start again from here. This is a skill of which we are certain, and it is the real key to avoiding the plundering of our territory . Among other things, the Council's proposal on this point is also in agreement."

The Sardinian committees against the wind attack supported by the ANCI will also be heard in the parliaments, which presented their observations on the Council's text today in the Council. In a nutshell, they complain about the fact that the bill was not shared by the council before approval. Secondly, they consider the text "too weak, light and open to attack by the Constitutional Court". For the committees, "an organic law is needed that starts from an analysis of energy needs to understand what the territory needs, which goes into the merits of technology, size and dimension". The committees have also announced a demonstration in Cagliari by the end of May.
