The decree that will enact the so-called "Super Green pass", that is the compulsory certification to enter all workplaces, is awaited for today.

Yesterday Mario Draghi's close confrontation with the unions, the premier goes straight: "We must reopen all activities", is his reasoning, "the Green pass works, it is monitored, it is an accommodating solution, a path that unifies more than vaccination obligation ".

From mid-October it will be necessary to be vaccinated, have a negative swab or be cured of Covid to enter public and private offices. The obligation will also be extended to professional firms, shops, bars and restaurants and - news of the last hour coming from government sources - also for those who work in voluntary associations.

For those who go to work without certification, there are penalties: a fine between 400 and 1000 euros and disciplinary sanctions that will be modulated according to the category to which they belong. It will be expressly foreseen, meeting a concern of the unions, the prohibition of firing.

The buffer knot remains: CGIL, CISL and UIL, as well as some ministers, want to make them free for everyone, but the government is against it because vaccines would be discouraged.

The measures could be differentiated and come into effect on a staggered basis between the first and 15 October. Today's road map provides for the control room for the final political choices, which will be communicated to the Regions, and - at 4 pm - the definitive go-ahead for the text in the Council of Ministers.

Italy would thus become the first country to extend the Green Pass obligation to all workplaces.

There remain the doubts of the extremist wing of the League and of Matteo Salvini himself who says he is "opposed to imposing the Pass on all Italians". But the stomach ache of the former minister are sedated within the same Carroccio, given that the measure appeals to the governors of the North (who are terrified of new closures with the arrival of autumn) and Giorgetti himself, who with Brunetta, Speranza and Orlando joined Draghi at the table with the unions, publicly expressed his favor. Therefore, the League will hardly break free, but Salvini will continue to push for the free of charge pads. It is not to be excluded, also given the pressures of the trade unions, that there may be a transitional period of gratuity.

THE NUMBERS - To date, according to government data, 13.9 million workers already have the Green pass, 4.1 million still not: the obligation would therefore affect a total of about 18 million people. Furthermore, according to the data of Commissioner Figliuolo, we would be close to "social immunity": accelerating now on the Pass in the workplace, serves to get closer to a "safety point" in 3 or 4 weeks, by mid-October to get vaccination complete with 44 million people, 81.7% of the audience.
