The request for revocation of house arrest for Giovanni Toti was rejected by the judges of the Genoa Review. The governor of Liguria, arrested last May 7 on charges of corruption, remains under house arrest in his home in Ameglia, in the La Spezia area.
«Giovanni Toti's interrogation, peppered with "I don't remember", did not shine for clarity and transparency. The alleged corrupt agreements arise from specific environmental and telephone interceptions which have crystallized the contours of the accusations", write the judges of the Court of Review in the reasons with which they rejected the appeal. «There was a lot to admit, in short, in the face of collections that give the picture of a top-ranking public administrator who, in constantly soliciting funding for his electoral committee, converses amiably with the same "financiers" of their administrative practices interest for which it undertakes to intervene at the competent offices".
Furthermore, Toti could repeat the crime "as he demonstrated that he did not fully understand the nature of the accusations". The corruption hypotheses are "supported by serious evidence that Toti did not intend to dispute". And they do not concern «an offense of a venial nature when related to the public functions of an elective nature held by the same, but integrate one of the most serious vulnerabilities that can be inflicted on the good performance of administrative action, on the same respect for the popular will and on the rights of third parties".
The governor "acted like a director of a private company and not like the ideal figure of a public administrator that he wanted to outline in the defense brief". «It was not Toti who outlined his plans and discussed them by mediating between the various operators in the sector but it was Spinelli (Aldo, also under house arrest, ed.) who discussed "his" business plans with the President of the Region while the latter urged him funding for one's political movement", add the judges.
