Merchants and professionals who refuse payments with the Pos will be sanctioned starting from June 30th. This is what the government has established by approving the Pnrr decree, which thus brings forward the date scheduled for the start of the measures, initially set for January 2023.

The Pos obligation has been in force since 2014, but no penalties were yet envisaged. The law just approved is part of the package against tax evasion envisaged in the implementation of the NRP.

The envisaged penalty is a fixed amount of 30 euros to which a variable part equal to 4% of the value of the operation must be added, the payment of which has not been accepted by debit card, credit card or prepaid card.

Confocommercio, however, asks the government to implement "decisive choices to reduce commissions and costs borne by consumers and businesses". The association proposes to strengthen the instrument of the tax credit on commissions paid by the merchant and to provide for free micropayments.
