The first home guarantee fund should be allocated primarily not to "young couples" but to "young couples under 30 who have a life plan aimed at marriage".

This is provided for in an amendment to the Forza Italia budget, first signed by Roberto Pella , proposed to redefine the scope of beneficiaries of the Guarantee Fund for mortgages on first homes , established at the Ministry of Economy and Finance during the Letta government in 2013.

Currently, the measure for granting guarantees on mortgages for first homes is granted at a maximum of 50 percent "with priority for access to credit by young couples or single-parent families with minor children." Now comes the more restrictive proposal.
